The 92-years experience of historical development of the CPC has proved repeatedly that recognizing its historical position is a necessary prerequisite to the Scientific Ruling. It has great significance to develop the Party’s advanced nature and consolidate the ruling status of the Party. The article analyses the CPC’s Scientific Ruling from three aspects which are ruling for whom, ruling by whom and how to rule.
