Based on the importance of IP financing guarantee for the development of SMEs in China, this article analyses the connotations and superiorities of IP financing guarantee based on CAPP from market-oriented security operation, systematic asset evaluation and proactive risk management. After summarizing the current situation and problems of domestic IP financing guarantee, some development strategies of the IP financing guarantee based on CAPP centralized on the flowability and realizability of IP are put forward
