Guided by the Functionalist Skopos Theory, this paper analyzes the stylistic features of the report on the work of the government of 2014. It also discusses the nature of cross-cultural translation of conceptual metaphor. Based on the analyses of the translated examples from the viewpoint of Skopos Theory, the author summarizes the translation methods for the metaphors in the source text so as to contribute to the researches on improving the translation quality of political text.
