国际贸易的单证和数据通过单一窗口提交对提高贸易便利化大有裨益,因此TFA将单一窗口列入B类措施,将其设定为具有灵活性的约束性义务。我国作为TFA成员国,应当履行条约义务,在全国范围内建立单一窗口。我国目前单一窗口建设虽已取得非凡成就,但与TFA要求相比,仍然存在着无法全面满足通过“一个窗口”申报的要求、重复提交之禁止的规定不完善、贸易便利化委员会通知机制未构建以及信息化不足的问题。要切实履行条约义务,建设高水平的单一窗口就必须全面满足通过“一个窗口”进行申报的要求,对禁止重复提交的规定进行完善,构建通知机制以及促进单一窗口信息化建设。
Submitting the documentation and data through single window can benefit the trade facilitation a lot. Therefore, Trade Facilitation Agreement classifies single window terms as B measures and treats it as a flexible and binding obligation. Because of TFA membership, China should honor the treaty obligation and establish a single window on a national scale. The establishment of single window in China has made remarkable achievements; however, there are obstacles in the process comparing with the TFA obligation: the single windows in China cannot meet requirements of submitting documentation and data through “a single entry”; the prohibition of resubmitting is not perfect; the regime of notifying the Committee of TFA is absent; the information technology used in the single window is insufficient. In order to honor the treaty obligation completely and establish the advanced single window, China should meet requirements of submitting documentation and data through “a single entry”, complete the prohibition of resubmitting, construct the regime of notifying the Committee of TFA and use the information technology to support the single window.
