“一带一路”倡议的提出与推进为中国企业的国际化发展创造了良好的国际环境,在此背景下中国各类企业纷纷走出国门到沿线国家寻求发展,尽管取得了显著的成效,但也面临着不少问题。由于国际化起步晚、经验缺乏、国际品牌竞争力不足等,中国企业在吸引和留用高质量人才方面显得力不从心,最终导致雇佣成本的提高、效率的低下以及风险的上升。借鉴国际上领先人才雇佣和开发策略,应立足长远从源头上解决人才储备问题,来华留学生是符合中国企业人才诉求的重要群体。培养高水平的留学生人才,应以市场为导向,充分发挥中国政府奖学金的支持和约束作用,将预科教育纳入必修课当中,构建与沿线国家的联合培养机制等。
The proposal and promotion of Belt and Road Initiative have created a good international environment for the international development of China's enterprises. Under this background, various Chinese enterprises have been going global to seek further development in countries along the Belt and Road. Although remarkable results have been achieved, they are still faced with prominent problems. Due to the late start of internationalization, lack of experience and insufficient international brand competitiveness, Chinese enterprises are unable to attract and retain high-quality talents, which eventually leads to the increase of employment costs, low efficiency and rising risks. In view of that internationally leading talent recruitment and development strategy, we should solve the problem of talent reserve from the source base on the long-term perspective, and the overseas students coming to China are important groups that meet the demands of Chinese enterprises. In order to develop high-level international students, the teaching methods shall be guided by the market, the support and constraint of the Chinese government scholarship should be fully exerted, the pre-section education shall be integrated into the compulsory course, and to construct the joint cultivation mechanism with the countries along the Belt and Road.
