Opening of services trade becomes the main obstacle in constructing China Pilot Free TradeZone(Port), because of difference in trade mode between service trade and commodity trade, we can not applythe same methods of controlling risk in commodity trade. In order to realize the unilaterally opening of servicetrade in China Pilot Free Trade Zone(Port), and integrating with the new rules of trade and investment, weanalysis this issue from the following aspects: contents of USA opinion on China's WTO Compliance, openingrisk and regulation of services trade in China Pilot Free Trade Zone(Port), and opening risk of services trade inintegrating with the new rules of trade and investment.
