提升人力资本是促进内生经济增长的关键,也是中国供给侧改革的着力点。本文基于1998年到2016年中国省级面板数据,试图探索地区人力资本对FDI的影响。从平均人力资本、高质量人力资本、科技领域人力资本应用、未来人力资本,以及政府人力资本投资五个角度,构造了地区人力资本水平的指标体系。基于此的实证研究表明,各维度的人力资本变量都显著促进了FDI的流入,且这一效应还存在不断放大的趋势。同时,交通基础设施、区位优势也依然是吸引FDI的积极因素。通过改善人力资本促进中国全面开放发展是重要路径。
Improving human capital is the key in endogenous economic growth, and the policy focus of China'ssupply-side structural reform. This paper investigates the impacts of human capital on FDI based on China'sprovincial panel data from 1998 to 2016. It constructs a indicator system to measuring regional human capitallevel from five dimensions, including the average human capital level, the high quality human capital level,the utilization of human capital in science and technology industries, the future human capital level, and thegovernment investment in human capital. Based on this, the empirical study discovers that all five human capitalindicators significantly promote FDI inflows, and this effect is exaggerating along the time. Meanwhile, thetransportation infrastructure and geographic advantage also play a positive role in attracting FDI. Therefore, thisstudy sheds light on promoting China's new open development through human capital accumulation.
