推动构建新型国际经济关系是中国对国际经济关系认知不断发展的必然结果,是中国继续扩大对外开放的必然选择。尽管新型国际经济关系理论仍在动态发展与持续完善过程中,但其已经具备一个独立完整的理论体系所应具备的独有特征,即“人类命运共同体”的核心理念、“合作共赢”的理论内核、“共商共建共享”的路径选择。中国正通过“发展”、“破旧”、“立新”三个层次有条不紊地进行新实践,并已经为构建新型国际经济关系提供了一定的物质基础、话语能力和创新路径等先行经验。十九届四中全会所强调的“制度型开放”与新型国际经济关系演进过程的“制度形成阶段”相对应,意味着新型国际经济关系开始由初步理论与实践经验走向制度化。
Promoting the construction of a new type of international economic relations is an inevitable result of China's growing cognition of international economic relations and an inevitable choice for China to continue to open wider to the outside world. Although the new theory of international economic relations is still in the process of dynamic development and continuous improvement, it already has the unique characteristics of an independent and complete theoretical system, that is, the core concept of “a community of shared future for mankind”, the theoretical core of “win-win cooperation” and the path choice of “extensive consultation, joint contribution and shared benefits”. China is methodically carrying out new practices through “developing”, “breaking the old” and “establishing new ones”, and has provided a certain material basis, discourse ability and innovation path for promoting the construction of a new type of international economic relations. The “institutional openness” emphasized by the Fourth Plenary Session of the 19th Central Committee corresponds to the “institutional formation stage” of the evolution of new international economic relations, which means that new international economic relations have begun to institutionalize from preliminary theory and practical experience.
