本文在考察基层治理组织功能转型的经验基础上,结合组织决策分析学派及相关理论进行了研究,发现地方政府的权宜性治理是推动基层治理组织变迁的重要动力。基层治理组织的变迁,并不是一个按照事先设计的“终极目标”而自然实现的过程,而是地方政府随着制度实践中出现的新挑战,权宜性地调整治理策略,回应这些挑战的过程。这一过程充满了相关行动者的策略性行动与建构。基于对基层治理组织变革的双重认知,地方政府在权衡不同组织的差异性诉求之后,建构了基层治理组织变革的目标。通过权宜性治理的方式,从治理结构、治理机制和治理导向三个方面推动了基层治理组织的转型。
Based on the experience of functional transformation of community-level social governance organizations, using the analysis methods of organizational decision making analysis school and related theories, this study fifi nds that the contingent governance of local government is an important driving force to promote the change of community-level social governance organizations. The change of community-level social governance organizations is not a process of natural realization according to the "ultimate goal" designed in advance, but a process in which local governments adjust their governance strategies and respond to the new challenges in institutional practice. This process is full of strategic action and construction of relevant actors. Based on the dual cognition of the community-level social governance organization reform, the local government constructs the goal of community-level social governance organization reform after weighing the different demands of different organizations. Through the way of contingent governance, it promotes the transformation of community-level social governance organizations from three aspects of governance structure, governance mechanism and governance orientation.
