On the basis of field research, this paper systematically summarizes the innovation experimental results of Lingang New Area in the past three years, benchmarks the “five important requirements”, and responds to the urgent mission of countries to actively apply for joining high-standard free trade agreements such as CPTPP and DEPA and the new area to play a leading role in the institutional innovation of the domestic pilot free trade zone. It puts forward institutional innovation suggestions for Lingang New Area to better play the role of two sector hubs of opening up to the outside world, and provides useful experience inspiration for the construction of China’s pilot free trade zone.
