China’s proactive engagement in WTO reform, positioning itself as a “top student”, is a pressing demand of the current era. The first step of this initiative is to should focus on effectively understanding and adhering to the fundamental principles and rules of the WTO. To achieve this, our country should strive for substantial progress by hard work in the following areas: Firstly, it is imperative to fully honor our accession commitments by accurately grasping their key features and objectively evaluating our compliance status, thereby promptly fulfilling all critical aspects of these commitments. Secondly, it is essential to meticulously adhere to the WTO foundational rules, particularly the international standards concerning industrial policies, state-owned trading enterprise policies, intellectual property protection policies, and special economic zone policies and so on, that require precise understanding and earnest implementation by our country. Thirdly, there is a need to reassess our designation as a “developing member” within the framework of the WTO. It is crucial to acknowledge the distinct nature of this developing member status; proactively relinquish any preferential treatment associated with such status; and implement measures aimed at discontinuing such treatment. Lastly, it is vital to deeply reform domestic economic systems——emphasizing market-oriented operations as central components while closely adhering to international trade norms as significant benchmarks; fostering a robust market culture as an indispensable tool, and addressing certain political and social structures requiring transformation.
