The domestic regulation to services has a critical influence on the liberalization progress of the trade. From GATS to SDR, the International Governance on regulatory transparency, predictability and quality have not only been deepened, but also expanded to the new field. Although there are differences in the governance models and means among them, it has still showed some characteristics in common, and one of which is the significant trend of “good regulatory practice”. The evolution of the international rules has also set a new task for China’s innovation of service trade development and participation in the global governance. China should explore the appropriate paths for the convergence between the domestic and international regulation, which mainly include improving the policy transparency and expanding the engagement with interested persons, stabilizing the expectation of authorization and deepening the reform of “good governance”, optimizing the regulatory model and perfecting the domestic system of assessment.
